State Senator John Yudichak (D-Luzerne/Carbon) honored retired Wilkes-Barre Police Chief Joseph Coyne with a citation from the Pennsylvania Senate. Coyne served as the Grand Marshal of the 2016 Wilkes-Barre St. Patrick’s Day Parade. A lifelong resident of Wilkes-Barre, Coyne joined the police force in 1961 and served as chief from 1985 to 1997 under three mayors, Thomas McLaughlin, Lee Namey and Tom McGroarty.
