The following are recent Lackawanna County restaurant inspection reports from the Pennsylvania Department of Agriculture. According to the agency: “Any inspection is a ‘snapshot’ of the day and time of the inspection. An inspection conducted on any given day may not be representative of the overall, long-term cleanliness of an establishment. Also, at the time of the inspection, violations are recorded but are often corrected on site prior to the inspector leaving the establishment.” The information is taken from the inspection database at www.eatsafepa.com. Newsies Pizza, 107 E. Main Street, Dalton, Aug 26. Regular inspection; out of compliance. Violations: The food facility does not have the original certificate for the certified food employee posted in public view. Non-food contact surfaces (fan guards in walk-in cooler) not cleaned at a frequency to preclude accumulation of dust. The hand wash sink between kitchen and front counter area has a swing door. The sink may be shared if doors are removed. Employees were observed washing hands during this inspection. The hand wash sink in the lower kitchen area that is used to make dough and grate cheese was blocked by a pallet of flour and not accessible at all times for employee use.

Parmigiano’s, 639 Northern Boulevard, Clarks Summit, Aug, 26. Regular inspection; out of compliance. Violations: The Person in charge does not have adequate knowledge of food safety in this food facility as evidenced by this non-compliant inspection. The food facility does not have the original certificate for the certified food employee posted in public view. Open employee beverage containers were observed directly on top of the ice machine. The beverages were removed during this inspection. A food employee was observed touching bread – a ready-to-eat food – with bare hands. Employee instructed to use gloves or deli tissue when handling ready-to-eat foods. Observed a container of half & half being stored in the ice that is used for customer service. The container was removed during this inspection. Observed cardboard boxes of food stored directly on the floor in walk-in cooler and freezer areas, rather than 6 inches off of the floor as required. Thermometers for ensuring proper temperatures of food are not available or readily accessible. Non-food contact surfaces (fan guards in walk-in cooler) not cleaned at a frequency to preclude accumulation of dirt and soil. Toilet rooms do not have a self-closing door. Paper towel dispenser empty at the hand wash sink in the kitchen area. Paper towels were placed at the sink during this inspection.

Colarusso’s Cafe, 100 E. Grove Street. Clarks Summit, Aug 26. Complaint inspection; in compliance. Violations: Cigarettes found on a shelf above prep table in the pizza prep area during the inspection. The cigarettes were moved during this inspection. An insect control device (fly strip) located in the pizza prep area with potential to contaminate food, equipment, and/or utensils. The fly strip was removed during this inspection.

EFUELDC, 1031 Scranton Carbondale Highway, Dickson City, Aug 26. Regular inspection; in compliance. Violations: Paper towel dispenser empty at the hand wash sink in the restroom area. Paper towels were placed at sink during this inspection.

Happy Family Restaurant, 253 State Route 435, S&H Plaza, Clifton Twp, Aug. 26. Regular inspection; in compliance. Violation: Food employees observed in kitchen area not wearing proper hair restraints, such as nets, hats, or beard covers. Dust and grease on the louvers in the ventilation hood. Old food residue on cleavers and other utensils in the plastic container on the prep table adjacent to the food storage racks. The utensils were placed in the sink for cleaning. Food facility is using an approved non-public water system, but does not have current laboratory testing results for water potability. Fax a copy of the water test results to the PDA, Food Safety 570-836-6266 Attn: R. Kilanowski. Paper towel dispenser empty at the hand wash sink in the prep area. The dispenser was refilled.

Heaven’s Gate Ice Cream, 1642 Archbald Mountain Road, Jefferson Township, Aug. 26. Regular inspection; in compliance.

Jessup Mini Mart, 1019 Constitution Avenue, Jessup, Aug. 26. Regular inspection; in compliance. Violations: Commercially processed refrigerated, ready-to-eat, time/temperature control for safety food, located in the refrigerator, and held more than 24 hours, is not being marked with the date it was opened. Working containers in prep area, used for storing sanitizer taken from bulk supplies, were not marked with the common name of the chemical. Food facility does not have available sanitizer test strips or test kit to determine appropriate sanitizer concentration. Food facility hot water heater is not producing hot water due to UGI gas line not functioning properly. Manager contacted UGI regarding issues and stated that hot water will be turned on tomorrow. No hot water at sinks at time of inspection. The hand wash sink located in the prep/restroom area does not have water at a temperature of at least 100 degrees F. Food facility using hot water from coffee machine. Toilet room is not provided with a covered waste receptacle for sanitary napkins.

Giordano Pizzeria, 100 South Main Street, Archbald, Aug 28. Regular inspection; out of compliance. Violations: The Person in charge does not have adequate knowledge of food safety in this food facility as evidenced by this non-compliant inspection. The food facility does not have the original certificate for the certified food employee posted in public view. Food employees observed in prep area, not wearing proper hair restraints such as nets or hats. Raw chicken displayed next to cheese in the refrigerator in common equipment with no barriers to prevent cross-contamination. Three-compartment manual ware washing sinks observed with build-up of food residue that is not being cleaned after use. Wash compartment of the manual ware wash equipment contained dirty wash water. Several aluminum deep dish pizza pan and utensils, were observed to have food residue and not clean to sight and touch. The interior of the microwave oven, a food contact surface, was observed to have food residue and was not clean to sight and touch. The microwave oven was cleaned during this inspection. Wet wiping cloths are not being laundered daily. Hand wash sinks observed with build-up that is not being cleaned off after use. Observed webbing under three-compartment sink and dry storage area. Paper towel dispenser empty at the hand wash sink in the prep area. Paper towel dispenser empty at toilet room. Fly tape observed hanging in food prep area. Numerous flies in kitchen area and garbage can.

Pietro’s Restaurant, 819 Church Street, Jessup, Aug. 28. Regular inspection; in compliance. Violations: Serve safe certification expired 09/21/14. Sanitarian gave owner contact information for completing food safety course.

Smilers Grill & Bar, 600 Main Street, Dickson City, Aug 28. Regular inspection; out of compliance. Violations: Facility does not have procedures for employees to follow when responding to an event involving vomitus or fecal matter discharge onto surfaces within the facility. Procedures were reviewed during this inspection. Commercially processed refrigerated, ready-to-eat, time/temperature control for safety food, located in the walk-in cooler, and held more than 24 hours, is not being marked with the date it was opened. The food facility does not have the original certificate for the certified food employee posted in public view. Food employees observed in kitchen prep areas, wearing bracelets on arms. Wire shelving in the reach-in Jordan cooler is exposing rust and is not smooth and easy to clean. Small refrigerator in the prep area ambient temperature 60 degrees F. Ice pans placed under food to maintain adequate temperatures. Employee stated that foods maintain temperature and ice is changed frequently. Loose/broken gaskets observed on chest freezer in kitchen and one of three chest freezers in basement. Heavy ice build-up observed in chest and two upright freezers in kitchen. Non-food contact surfaces (fan guards in walk-in cooler) not cleaned at a frequency to preclude accumulation of dirt and soil. Non-food contact surfaces (lower outside bowl area of buffalo chopper) not cleaned at a frequency to preclude accumulation of old food residue. Non-food contact surfaces (shelving in walk-in cooler) not cleaned at a frequency to preclude accumulation of dust. Cold water, as observed at hand wash sink in kitchen, is not under pressure during inspection. Paper towel dispenser at the hand wash sink in the prep area was filled, however; paper towel was stuck and could not be accessed. A roll of paper towels was placed at sink during this inspection. Black mold-like accumulation observed on wall surfaces behind mechanical dishwasher. Broken and missing tiles exposing wooden sub floor does not provide a smooth easily cleanable surface in kitchen and walk-in cooler areas. Ceiling is leaking water in basement storage area, and is in need of repair. Floors under cooking equipment have an accumulation of grease. Wall underneath microwaves has an accumulation of grease. Window exhaust fan in kitchen has a heavy accumulation of dust and dirt.
