WILKES-BARRE — A city man was cited Saturday for charges he dumped bags containing cat feces on Brown Street.

Richard McCarthy, who lives on nearby McLean Street, admitted to scattering the feces Saturday as well as in the past, according to police.

Neighbors complained to police when the bags kept turning up on their street. Officers investigating the report found at least five bags scattered about the street, police said.

A witness said a red Ford Explorer had been dropping off the feces-filled bags for some time, and officers were able to identify the vehicle’s driver as McCarthy, police said.

McCarthy was cited with scattering rubbish charges.
