WILKES-BARRE — Police on Saturday cited a man who they say was passed out under a tree on Public Square with an open container next to him.

David Bowman, 36, of Wilkes-Barre, appeared unresponsive and needed officers’ assistance to stand up. He was observed to have glossy, bloodshot eyes and a strong odor of alcohol emitted from him, police say.

A records check showed Bowman had an active arrest warrant. He was cited for public drunkenness and taken to police headquarters, where he was held until sober, police say.
