(AP) Stock futures are falling as the path to resolving the budget impasse grows more convoluted by the day.

Dow Jones industrial futures are down 52 points to 15,209. S&P futures have lost 7.4 points to 1,685.10. Nasdaq futures are down 11.5 points to 3,214.50.

The budget fight on Capitol Hill is overshadowing a report due Friday expected to show Americans started spending more in August.

The Senate on Friday plans to send a bill to the fractious House that would keep the government operating through mid-November to head off a partial shutdown at midnight Monday.

Early Friday, the struggling J.C. Penney said it expects to raise about $811 million through a stock offering and expects to end the year with about $1.3 billion in cash or assets that can readily be converted to cash.
