SHANKSVILLE, Pa. (AP) — The National Parks Service says an investigation has failed to determine the cause of a 2014 fire that struck the Flight 93 National Memorial in western Pennsylvania but identified factors believed to have contributed to the blaze.

The parks service said in a report released Saturday that those factors included the presence of improperly discarded smoking material, landscaping mulch that was too close to the building and flammable decking material.

The October 2014 blaze at the memorial in Shanksville destroyed hundreds of original photographs and items found at the crash site that were linked to the passengers and crew of the plane that crashed during the September 2001 terrorist attacks. Also lost was a flag that flew over the U.S. Capitol on the day of the attacks.
