WILKES-BARRE — City police cited Robert Lott, 41, of South Main Street, with harassment after he allegedly grabbed and pushed emergency medical technicians in the 100 block of South Main Street at about 7:26 a.m. Friday. Police said Lott was allegedly under the influence of synthetic marijuana known as Spice and refused treatment.
