WILKES-BARRE — Officers were dispatched to the area of Poplar Street at 6:26 p.m. on Tuesday for a report of an intoxicated male screaming and kicking pumpkins.

The complainant also reported the male subject, Gregg Smith, 37, of Wilkes-Barre, had a hula-hoop and appeared to be wearing a construction workers safety vest. Officers made contact with Smith matching the description provided on the corner of Brown Street and Poplar Street.

Smith was highly intoxicated at the time and was taken into custody for public intoxication. He was cited and held until sober.
