WILKES-BARRE — Police have charged Nicholas McManus, 21, of Nanticoke, with disorderly conduct after an incident that police said happened at 1:25 p.m. on May 9.

Police said at the time, officers observed McManus walking through the parking lot between the Wilkes-Barre City Police Department headquarters and Wilkes-Barre City Hall. As he walked through the parking lot, police allege that McManus was shouting obscenities and “conducting himself in a disorderly manner” and alarming people around him.

Police also allege that when they detained McManus to determine why he was shouting, McManus stated “I’m 21 years old and I’m allowed to (expletive) curse.”

Charges for disorderly conduct were filed with District Court 11-1-02.
