SCRANTON — U.S. Marshals announced today the arrest of a man accused of shooting and killing Victor Grandy.

U.S. Marshal Martin J. Pane announced that Dominic J. Ray, 24, of Wilkes-Barre, was arrested in Manhattan.

On Oct. 16, the Wilkes-Barre Police Department responded to the Sherman Hills housing project to investigate the report of a shooting. Officers found Grandy, 32, of Far Rockaway, New York, dead from gunshot wounds.

According to police, Grandy was involved in a verbal argument with one or more other men, with the argument escalating into Ray pulling out a firearm and shooting him.

Ray was identified following an investigation by detectives and on Oct. 18, an arrest warrant was issued charging him with homicide and possession of a firearm by a convicted felon. Attempts to find Ray in Wilkes-Barre were unsuccessful and the U.S. Marshals Service (USMS) Fugitive Task Force was asked to assist in locating and arresting the suspect.

Members of the task force tracked Ray to New York City. Early Wednesday morning, members of the USMS NY/NJ Regional Fugitive Task Force located Ray at a residence in the 300 block of Delancey Street, Manhattan. Ray was arrested and transported to New York Police Department’s Manhattan Central Booking facility to await extradition to Pennsylvania.

“Everyday U.S. Marshals Service personnel and our task force partners apprehend fugitives wanted for violent crimes,” Pane said in an email. “Although the work is dangerous, we are committed to ensuring justice is executed – allowing victims and their families the ability to face the accused in a court of law. ”
