The borough is researching short-term loans so sewer work can be started.

WEST PITTSTON – Borough council Tuesday night approved the issuance of a general obligation note for $1 million to pay for the York Avenue Sewer System Project.

The note was sold by private sale to First National Community Bank, Dunmore, at a variable interest rate not to exceed 6.25 percent.

Borough officials said, however, the sewer project was denied a grant of $1 million by the Commercial Financial Association. The borough also was denied a PENNVEST loan of $1 million since the project didn’t have enough environmental points from the state Department of Environmental Protection.

Council plans to resubmit for the PENNVEST loan with a new, more environmental plan of full separation of the sewers.

Meanwhile, the borough is researching short-term loans from several banks so the sewer project can be started while applying for the PENNVEST loan.

According to Councilman Brian Thornton, the project is completely planned with the full separation and is ready to go otherwise. If the borough does not receive the PENNVEST loan, the borough will research long-term loans from a bank.

Council also passed a motion awarding the York Avenue Sewer System Project contract to low bidder Ed Krasavage Construction Inc. in the amount of $1,348,195.

In other business, residents expressed concerns about the overall look of West Pittston. Resident complaints concerned dilapidated properties, sidewalk issues, stop sign requests, and tree trimmings. Borough officials promised to address the problems.
