There is nothing sacred about “unearned” income in the form of capital gains or dividends, and that income should be taxed at the same rate as “earned” income from labor or other work.

During the Eisenhower administration, when the top federal income tax rate was 90 percent, any and all income was taxed at the same rate, and annual budgets were balanced.

Pennsylvania’s public schools can legally tax the earned income of taxpayers, but they can’t tax their unearned income. This is outright discrimination against and an insult to working-class citizens because all income should be taxable.
