Budget and sewer finances discussed

NUANGOLA – The proposed 2013 budget and finances that are a major part of the closing costs of a $4.5 million sewer authority loan dominated Monday night's council agenda.


On a 3-2 vote, with councilpersons Regina Plowdwick and Ted Vancosky voting no, council acted to advertise a $287,000 spending plan submitted by Chairman John Kochan that calls for no change in taxes.


The plan calls for a property tax of .444 mill, a 5 percent earned income tax and a $52 local services tax.


A mill is a $1 tax for every $1,000 in assessed property valuation.


Overall, the budget lists $332,000 in total revenue.


Councilpersons Kochan, Ron Kaiser and Joseph Tucker voted in favor of the spending plan. Donahue and councilman Tony DeLuca didn't attend the meeting.


Plodwick and Vancosky said they opposed the budget because of issues related to projected repayments to council by the sewer authority.


The figures aren't right, Vancosky said.


But Kochan said that in formulating the plan he used the same format as the previous administration. He also said he did so in order to avoid undue questions.


In the budget, the Kochan-led committee estimated a $67,000 payment from the authority.


In his sewer report, Vancosky, who serves as authority treasurer, outlined that at a loan closing on Oct. 22, a draw-down of $803,432.29 occurred, with the largest amount going to the primary engineering firm of the sewer system project, the Quad3 Group of Wilkes-Barre, $322.307.96. In addition, a line of credit with Citizens Bank, which originates to 2007, was paid in the amount of $310,272.43.


Rich Kresge, project engineer, said work on the sewer project began as scheduled on Nov. 1, but there still remains an issue with Luzerne County over a highway use permit for pipe installation work along Blytheburn Road..
