A range of minimum qualifications and experience has been set for Luzerne County division head applicants, according to job descriptions posted on the county's website.
• Correctional services: Bachelor's degree or equivalent and five to seven years of experience in institutional management, criminal justice or public administration, at least three years supervisory.
• Judicial services and records: Bachelor's degree or equivalent and extensive administrative experience in a judicial, legal or governmental organization, at least two years supervisory.
• Administrative services: Bachelor's degree or equivalent and six years of public administration experience, at least three years supervisory.
• Budget and financial services: Bachelor's degree or equivalent and experience in public finance and administration, at least two years supervisory
• Operational services: Bachelor's degree or equivalent and eligibility for a Pennsylvania professional engineer license with extensive property management and/or maintenance experience in an administrative or operational capacity, at least three years supervisory.
• Chief solicitor: Law degree and three to five years in legal practice involving public entity and/or civil law.
• Chief public defender: Law degree and three to five years in legal practice representing individuals charged with criminal offenses or juvenile delinquency
• Human services: Bachelor's degree or equivalent with extensive social service or public administration experience, at least three years supervisory.
However, the job descriptions contain a general notation allowing flexibility for other combinations of training and experience to be accepted in exchange.
Two examples were cited:
• Possession of a master's degree in social work, sociology, psychology or public administration may be substituted for one year of experience for the human services division head.
• Specific supervisory experience in judicial, legal or governmental organization may be substituted on a year-for-year basis for the bachelor's degree requirement for the judicial services and records division head.
County Manager Robert Lawton said the minimum qualifications keep a resume in motion but don't guarantee advancement to an interview.
There's a difference between meeting minimum qualifications and having the ideal qualifications, Lawton said.
He stressed he won't be involved in deciding which applicants meet minimums.
The human resources department will handle initial screening, and well-qualified applicants will be invited to interviews before a panel of potential colleagues and peers, both in and out of county government, he said.
The manager's role in the process will not begin until the interview panels have made their recommendations, he said.
