WILKES-BARRE – A Plymouth woman has filed a lawsuit in Luzerne County Court seeking more than $150,000 in damages after a bedbug infestation at her Luzerne County Housing Authority apartment.

Joan Jayne, of 150 E. Main St., filed the suit through her attorney, Stephen Bresset, of Honesdale, against the housing authority.

Bruce Anders, solicitor for the authority, said Thursday he had not yet seen the lawsuit and could not comment.

Jayne alleges in the suit that on April 26, she notified the housing authority of a bedbug infestation at the East Main Street apartment complex.

She stated the authority did not correct or remedy the problem and allowed it to remain, fester and expand to other areas of the building, causing greater harm to her and other tenants.

Jayne alleges the housing authority was negligent in not remedying the infestation, and has since taken steps to retaliate against her for reporting the infestation by beginning an eviction process.

The suit states Jayne has suffered multiple bites to her body, swelling and allergic reactions, and has incurred hotel expenses because she couldn't stay in her apartment.

The suit also states Jayne has accumulated medical expenses for treatment and has suffered apprehension and psychological shock because of the infestation.

Jayne also says she lost furniture due to the bedbug infestation and has had to store some of her property.

The suit says Jayne has been a tenant since January 2007.

In January 2011, the housing authority addressed a bedbug problem by hiring exterminators to go through three facilities and educated tenants on how to avoid future infestations.

A device that attracts bedbugs was placed in units in Hanover Township and Plymouth.

The housing authority reported, according to The Times Leader archives, that no bedbugs had subsequently been found.

Jayne alleges the housing authority… has since taken steps to retaliate against her for reporting the infestation by beginning an eviction process.
