RALEIGH, N.C. (AP) — The Latest on a North Carolina trooper shooting a man during flooding (all times local):
1:30 p.m.
Authorities say a man shot to death by a North Carolina state trooper had a gun in his hand and got angry at officers who were on a search and rescue mission in the flooded city of Lumberton.
Highway Patrol Lt. Jeff Gordon said in a news release that the sergeant was with two Robeson County deputies as they were riding through about 4 feet of water around 8 p.m. Monday. He did not detail what the man was upset about.
Gov. Pat McCrory says the shooting happened under “very difficult circumstances.”
The State Bureau of Investigation said in its own release the officers were driving down a street within a few hundred feet of Interstate 95.
The sergeant is on administrative leave as the SBI investigates. The races and names of the trooper and the man killed were not released.

North Carolina Gov. Pat McCrory says a state trooper shot and killed a man during a confrontation amid the flooding that crippled the city of Lumberton in the wake of Hurricane Matthew.
McCrory said the trooper and two Robeson County sheriff’s deputies encountered the man while going through high water in a Humvee around 8 p.m. Monday.
The governor said at a Tuesday news conference that investigators are still trying to gather details about the shooting. He would only say it happened in “very difficult circumstances.”
The State Bureau of Investigation is investigating the shooting. A woman answering the phone in the agency’s Fayetteville office said all the agents were out in the field helping with the investigation or flooding and there was no additional information to release.
