WASHINGTON — The Supreme Court is hearing an appeal from a Pennsylvania death-row inmate over when a judge must step aside from a case. Inmate Terrance “Terry” Williams says then-Chief Justice Ronald Castille of Pennsylvania Supreme Court should not have taken part in Williams’ case, because Castille signed off on Williams’ death penalty prosecution while serving as Philadelphia’s district attorney in the 1980s. SUPREME COURT-CONGRESS’ UGLY MOOD

WASHINGTON — With ideological control of the Supreme Court at stake and senators trading insults, lawmakers who helped the Senate avert a meltdown over judges a decade ago say today’s political climate is too toxic for a bipartisan pact to replace the late Justice Antonin Scalia. President Barack Obama has not announced a pick, yet nearly all the Senate’s majority Republicans seem dug in, at least for now, against even meeting with his nominee this election year, let alone confirming one. Democrats are adamant about trying to topple the blockade led by Senate Majority Leader Mitch McConnell, R-Ky., or trying to make the GOP suffer in November’s voting, and the rhetoric reflects the issue’s intensity. MISSING AUTISTIC MAN — An 18-year-old Pittsburgh man with severe autism has been found about 18 hours after he went missing. Searchers found Vance Meinhart-McBurney at the residence of someone who knows him about 6 a.m. Monday.

STRAY BULLET-WOMAN HURT — A woman was shot in the neck inside her central Pennsylvania home by what police say was a stray bullet from a group of target shooters. LNP reports the woman was in her home in East Cocalico Township Sunday afternoon when she was hit by the bullet.

TEMPLE UNIVERSITY-APPLICATIONS — Temple University officials are seeing an uptick in student applications. The Philadelphia Inquirer reports (http://bit.ly/1LPkZv3 ) Temple has seen an increase of more than 15 percent in applications for the fall 2016 semester over last year.

WINDY WEATHER — It’s a windy morning in western Pennsylvania. A wind advisory is in effect Monday because westerly winds of 20 to 30 mph are packing gusts up to 55 mph. The gusts can down trees and power lines.

BUGGY CRASH — Authorities say a 20-year-old operator of a horse and buggy was seriously injured when he was rear-ended by a car in Pennsylvania. Investigators say a 58-year-old man’s car ran into the rear of the buggy in Martic Township on Sunday morning.

DOUBLE SHOOTING-PHILADELPHIA — Police say a double shooting in south Philadelphia has hospitalized two teens. The gunfire broke out just before 6 p.m. Sunday in the city’s Grays Ferry neighborhood.

ROCK CLIMBING DEATH — Police say a man has died after he fell at a popular rock climbing site in southwestern Pennsylvania. Authorities were called to Coll’s Cove in Dunbar Township around 2:20 p.m. Sunday after the man fell between 40 and 60 feet. He was pronounced dead shortly after.
