The following are recent Lackawanna County restaurant inspection reports from the Pennsylvania Department of Agriculture. According the agency: “any inspection is a ‘snapshot’ of the day and time of the inspection. An inspection conducted on any given day may not be representative of the overall, long-term cleanliness of an establishment. Also, at the time of the inspection violations are recorded but are often corrected on site prior to the inspector leaving the establishment.” The information is taken from the inspection database at www.eatsafepa.com. Postal addresses used here are as listed on the state’s website, and may not correspond to the municipalities in which facilities are physically located.

Pasquale’s Pizzeria and Family Restaurant, 485 Main St., Archbald, March 21. Regular inspection; in compliance. Violation: Can opener blade, a food contact surface, was observed to have old food residue and was not clean to sight and touch.

Rita’s Ice, 534 Scranton/Carbondale Hwy., Dickson City, March 21. Regular inspection; in compliance. Violations: Working containers in front area, used for storing sanitizer was not marked with the common name of the solution. A working container of cleaner observed hanging on the same shelf with food, in the food storage area. Food contact surface of spatula is not smooth, easily cleanable and/or resistant to pitting, cracking or scratching. Non-food contact surfaces not cleaned at a frequency to preclude accumulation of old food residue.

Dollar General #4023, 860 Scranton/Carbondale Hwy., Eynon, March 21. Regular inspection; in compliance.

Dino & Francesco’s, 3366 Birney Ave., Moosic, March 22. Regular inspection; in compliance. Violations: Raw hamburgers were stored above ready-to-eat foods in the refrigerator. Observed in-use knives and cleavers stored between table edges or between tables, an area not easily cleanable & sanitized. Non-food contact surfaces of rolling rack runners not cleaned at a frequency to preclude accumulation of grease and old food debris. Old floor debris, grime on floor surface beneath the mechanical dishwasher, and in need of cleaning. Wall in the ware-wash area has a hole and in need of repair.

Duffy’s Coffee House, 306 S State St., Clarks Summit, March 22. Follow-up inspection; in compliance. Violations: Soap was not available at the hand-wash sink in the kitchen area. Soap was placed at the sink during this inspection.

Eagle Billiards, 873 Scranton/Carbondale Hwy., Dickson City, March 22. Complaint inspection; in compliance. Violation: No hood over the stove in the kitchen area.

Marsico’s Restaurant, 261 N. Main St., Taylor, March 22. Follow-up inspection; in compliance. Violations: Food facility has an employee who held a Certified Food Manager certificate; however, the certificate has expired and is no longer valid. Employee scheduled to take a class this month. Lights are not shielded or shatter proof over the back kitchen prep area.

Silver Spoon Diner, 108 S. State St., Clarks Summit, March 22. Regular inspection; in compliance. Violations: Refrigerated ready-to-eat, time/temperature control for safety food prepared in the food facility and held for more than 24 hours (salads meats), located in the walk-in cooler, is not being date marked. Reviewed and left PDA’s date marking guide for retail food facilities during this inspection. Scoop being stored directly on top of the ice machine, a surface that is not easy to clean. Scoop was removed during this inspection. Shelves in the walk-in cooler are starting to rust. Loose/broken rubber door gaskets observed on the walk-in freezer. Plumbing system not maintained in good repair – observed cold water handle missing at the hand-wash sink in the employee restroom. The floor underneath the cooking equipment in the kitchen had an accumulation of grease and debris.

Subway #13596, 860 Northern Blvd., Clarks Summit, March 22. Regular inspection; in compliance. Violations: Spray bottle labeled water only in the prep area contained a blue substance. The contents was identified as window cleaner and was placed in the office to be re-labeled. The Person in Charge does not have adequate knowledge of food safety in this food facility. Containers of cleaners were stored on a shelf above the fountain soda boxes in the storage area. The cleaners were moved during this inspection. Soups and meatballs were held at 95, 97 and 124 degrees F, in the hot holding area, rather than 135 degrees F or above as required. All foods were reheated during this inspection. Temperature measuring device for ensuring proper temperature of equipment is not available or readily accessible in the under counter refrigerator. Temperature noted at 34 degrees F during this inspection. The quaternary ammonia concentration in the sanitizing solution of the 3-bay ware wash sink was 0 ppm, rather than 150-400 ppm as stated on the manufacturers use directions. The empty sanitizer container was replaced during this inspection.

Archbald Express Mart, 377 Main St., Archbald, March 24. Regular inspection; out of compliance. Violations: Commercially processed refrigerated, ready to eat, time/temperature control for safety food, located in the bain marie unit, and held more than 24 hours, is not being marked with the date it was opened. The Person in Charge does not have adequate knowledge of food safety in this food facility as evidenced by this non-compliant inspection. The food facility does not maintain Food Employee Certification records as required. Carton of raw shell eggs stored above ready to eat foods in the reach in refrigerator. Microwave, a food contact surface, was observed to have old food residue and was not clean to sight and touch. Accumulated dust on retail shelves and food on shelves, and in need of cleaning. No hot water at the faucet of the ware-washing/ hand-wash sink at the time of this inspection. The hand-wash sink located in the prep area does not have water at a temperature of at least 100 degrees F. Toilet room is not provided with a covered waste receptacle for sanitary napkins. Observed unclean toilet facilities.

Brick & Fire Pizzeria, 720 Rte. 6, Altier Complex, Mayfield, March 24. Regular inspection; in compliance. Violations: Food employees observed in kitchen area, not wearing proper hair restraints, such as nets, hats. Raw animal foods (eggs) were stored above ready-to-eat foods (cheese, deli meats) in the reach in refrigerator. Eggs were moved during this inspection.

CVS Pharmacy #1615, 1600 Main St., Dickson City, March 24. Regular inspection; in compliance.

Harvest Montage, 7011 Shoppes Blvd., Moosic, March 24. Regular inspection; in compliance.

Violations: The food facility does not have the original certificate for the certified food employee posted in public view. Food ingredient storage containers, in the kitchen area, are not labeled with the common name of the food. Non-food contact surfaces not cleaned at a frequency to preclude accumulation of dirt and dust.

Amber Indian Restaurant, 3505 Birney Ave., Moosic, March 28. Regular inspection; out of compliance. Violations; Refrigerated ready-to-eat, time/temperature control for safety food prepared in the food facility and held for more than 24 hours, located in the bain marie unit, is not being date marked. The person in charge does not have adequate knowledge of food safety in this food facility as evidenced by this non-compliant inspection. Food employees observed in kitchen area, not wearing proper hair restraints, such as nets or hats. Food ingredient storage containers, in the kitchen/dry storage area, are not labeled with the common name of the food. Observed food items stored directly on the floor in walk-in freezer area, rather than 6 inches off of the floor as required. Mechanical warewashing equipment had a heavy soap scum buildup observed inside. Accumulation of pink substance on the interior surfaces of the ice machine. Fan guards in walk-in coolers have an accumulation of static dust. Non-food contact surfaces of mechanical dishwasher not cleaned at a frequency to preclude accumulation of dirt and soil. Food residue and steel wool scrubber observed in the hand-wash sink, indicating uses other than handwashing. Fly tape observed hanging in the kitchen food prep area.

Philly Pretzel Factory, 553 Scranton/Carbondale Hwy., Scranton, March 28. Change of owner inspection; in compliance. Violation: New food facility in operation more than 90 days and has not employed a certified food employee as required.
