WILKES-BARRE — A 17-year-old boy is jailed without bail on allegations he assaulted a juvenile and in a separate offense robbed a boy of a cell phone.

Donald E. Skinner Jr., of Lehigh Street, Wilkes-Barre, is accused of punching and kicking a juvenile in the area of Coal Street and Wilkes-Barre Boulevard on April 14. The juvenile was treated at Geisinger South Wilkes-Barre Medical Center in Wilkes-Barre.

Skinner is also accused of approaching another juvenile and placing a handgun to the boy’s head while demanding everything from the boy’s pockets on Aug. 23, 2018. Police allege Skinner got away with the boy’s cell phone.

Skinner was initially petitioned to Luzerne County Juvenile Court but police refiled the offenses charging Skinner as an adult due to a gang assault conviction in New York, court records say.

Skinner was arraigned Thursday night by District Judge Joseph D. Spagnuolo Jr. in Plains Township on separate criminal complaints charging him with simple assault, disorderly conduct, robbery, reckless endangerment, theft and receiving stolen property.

Spagnuolo deemed Skinner a danger to society and jailed him without bail at the Luzerne County Correctional Facility.
