SALEM TWP. — A Berwick man had his request for documents concerning the transfering of Susquehanna Nuclear LCC’s license denied, the Nuclear Regulatory Commission announced Wednesday.

Sabatini Monatesti had requested access to sensitive, unclassified, non-safeguard information and financial material in the application to prepare for a hearing he also requested on the license transfer to Riverstone Holdings.

There was no decision on Monatesti’s request for a hearing.

According to licensing board papers, a notice was published on Oct. 4 in the Federal Register announcing that the NRC had received a transfer application from Talen Energy, owner of the power plant, and was considering approval. The notice allowed any individual to apply to have a hearing on the application as well as allowing applicants the chance to request access to documents.

Monatesti submitted a letter requesting a hearing and access to documents on Oct. 11. He also wanted to know about the workforce at the power plant.

Monatesti expressed concern about fuel storage expansion plans, Talen’s past safety record, outstanding health and safety issues, continued downturn in energy prices and Talen’s loss of $341 million in 2015.

The NRC staff concluded that Monatesti “failed to demonstrate a reasonable basis” for asking for the material.

NRC’s panel of three judges subsequently denied Monatesti’s request because “there is no obvious potential for offsite radiologic consequences” from license transfers.
