BERWICK — Police are searching for a woman connected to an early morning assault of a 56-year-old woman.

According to police:

Officers were dispatched to the Schain Building, 100 N. Mulberry St., at 3 a.m. Thursday for a report that Regina Welch was receiving treatment for multiple injuries, including swelling to both eyes, nose and mouth.

Welch told officers that Carel “Chaos” Foster had called her stating that he and his wife, Sadie, were in touch. Foster and Welch knew each other and she buzzed him into her building.

Instead of Sadie, police said, Foster brought Denise Carter with him. Carter and Foster entered Welch’s apartment without being invited and demanded that Welch give them money, police allege.

Welch reported to police that Foster told her, “We need to get some drugs.” Carter then allegedly forced Welch to the bed inside her bedroom, pinned her down, struck her in the head and chest with closed fists and told her she would kill her that night. The duo allegedly covered Welch’s mouth to muffle her cries for help.

Carter and Foster then allegedly discussed a plan to obtain Welch’s debit card and force Welch to withdraw money from an ATM. Welch was able to exit the apartment when Carter allegedly dumped the contents of Welch’s purse on to the floor and began to look for the debit card. Welch was able to get to another apartment and wake the tenant, who called 911.

During a search of Welch’s apartment, officers found Foster lying unconscious and unresponsive on Welch’s bed with his pants pulled down to his mid-thigh, police said.

Officers found a pill bottle containing pills belonging to Welch sticking out of Foster’s pants pocket. Medical personnel arrived and along with a police officer transported Foster to the Berwick Hospital. While at the hospital, staff removed Foster’s pants and recovered several rings as well as Welch’s driver’s license, police said.

Foster was charged with robbery, aggravated assault, burglary and theft. He was arraigned before District Judge Richard Knecht. He was jailed at the Columbia County Prison in lieu of $100,000 bail.

Officers were unable to locate Carter and obtained an arrest warrant for her.
