NEWPORT TWP. — An inmate at the Retreat state prison has been charged with terroristic threats and making false reports.

David Antonio Ruffin, 27, alleged in December he allowed two male prison guards and a female nurse to touch him sexually in exchange for receiving additional food.

The area where the alleged incident occurred was under video and audio surveillance. An investigator reviewed the footage and observed no inappropriate contact occurred but that Ruffin threatened to kill one of the two guards, authorities say.

Ruffin allegedly told the guard that he would cut the man’s throat, put him face-down in a bath tub and remove his teeth so he could not be identified.

Lackawanna County court papers indicate Ruffin, originally from Carbondale, was lodged at the prison for institutional vandalism in 2015.

Charges were filled at Judge Donald Whittaker’s office in Nanticoke.

A preliminary hearing will be scheduled for a later date.
